What is the Official Community Plan?

    The Official Community Plan (OCP) is a long-range policy document that shapes the future of West Vancouver: how housing needs can be met, where shops, services and community facilities are located, how we move around, how we can protect the environment, and how we respond to climate change. The 2025 OCP “refresh” is focused only on housing policies.

    What is a Housing Need Report (HNR)?

    A HNR is a report that uses data collection and trend analysis to help communities identify their current and future housing needs. The methodology and the data were established by the Province. Municipalities are required to complete an Interim Housing Needs Report (HNR) by January 1, 2025. The next full Housing Needs Report must then be completed by December 31, 2028, and every five years thereafter.

    What are our 20-year housing needs?

    The 2024 Interim Housing Needs Report, using the prescribed Provincial methodology and data, identified a 20-year housing need of 10,742 total units through Provincial methodology. Table 1 below provides a breakdown of these needs.

    What is the current OCP capacity?

    The current OCP provides an estimated capacity of 9,850 unbuilt units (as seen in the table below). As the Interim Housing Need Report identified a 20-year housing need of 10,742 units, this leaves a gap of approximately 900 units that need to be added to the OCP’s planned capacity.

    What about the new plan for Cypress Village? How does this new development contribute to meeting our housing gap?

    The recently approved Cypress Village area plan is estimated to provide approximately 3,700 new units. This new capacity has been accounted for in the overall housing capacities of the OCP.
