Implementing the Horseshoe Bay Local Area Plan (LAP)
The adoption of the Horseshoe Bay Local Area Plan and Design Guidelines initiates staff to prepare subsequent neighbourhood zoning amendments which will be brought forward for Council's consideration later in the year.
November 2021 update
The next step in the implementation of the LAP is underway. Zoning updates that will enable missing middle forms of ground-oriented housing, allowing infill, multiplex, and row house as supported by the LAP will be considered by Council at their November 8, 2021 meeting.

After four phases of engagement, including over 50 community events and meetings, and a review process that included approximately 6,000 instances of engagement, the Horseshoe Bay Local Area Plan and Design Guidelines were adopted by Council on June 1, 2021.

Horseshoe Bay Local Area Plan and Design Guidelines (LAP)
The Horseshoe Bay Local Area Plan and Design Guidelines are the outcomes of a four-phase engagement and planning process where the community has worked collaboratively to shape the future of Horseshoe Bay.
In January this year, a Draft LAP was published for your review. We thank everyone who participated in contributing their feedback on the Draft LAP through the online comment form, telephone, email, or video conference call. Analysis and review of all input received on the Draft LAP were completed and many adjustments to the plan were made.
The proposed Horseshoe Bay Local Area Plan and Design Guidelines were introduced to Council at the May 10, 2021, Regular Council Meeting. At this meeting, Council directed staff to begin the process to formally adopt the LAP into the District’s Official Community Plan, commencing with a Public Hearing on June 1, 2021.

Draft Local Area Plan
Since 2019, the District has collaborated with the community through visioning workshops, exploring options through discussion cafés, and reviewing land use and design solutions through an online survey and video meetings.
Guided by our extensive conversations with you—a Draft Local Area Plan (LAP) for Horseshoe Bay and a Background and Summary Document was created.

Council gave Bylaw first reading and set the Pubic Hearing for Tuesday, June 1 at 6 p.m.

Thank you for your feedback on the Draft Horseshoe Bay Local Area Plan
Thank you to everyone that took the time to share feedback on the Draft Horseshoe Bay Local Area Plan.
The comment form for feedback on the Draft Plan closed on Friday, February 26 at 4 p.m.
As with all previous phases, staff will carefully review all input received. A proposed Local Area Plan will then be finalized, fully illustrated and formatted, and presented to Council for consideration of formal adoption into the District’s Official Community Plan.

Phase 3 Engagement Summary and Progress Report
Thank you again to those who participated in Phase 3 "Foundations" of the Horseshoe Bay Local Area Plan (LAP) process. A review of all public input has been completed.

On September 14, 2020, Council received the Phase 3 report and directed staff to proceed to Phase 4 Plan in the coming months. We look forward to continue working with the local community and stakeholders on planning for Horseshoe Bay.

Phase 3 RefineHSB community survey now closed
Thank you to those who participated in the RefineHSB community survey!
We heard a lot of positive feedback on the planning and design "foundations" and hundreds of suggested modifications were provided in the survey responses between June 29 and August 16.
Staff will now carefully review all public input to present to Council and seek directions on next steps.

The District would like to take this opportunity to thank the hundreds of people who participated in Phases 1 and 2 of the Horseshoe Bay LAP process. We are pleased to let you know that this community planning process will be moving to Phase 3, RefineHSB. We have adjusted our approach to public engagement so that it takes precautions to protect the health and safety of public and staff, while allowing the community to continue to shape the future of their village.The Horseshoe Bay LAP remains a top priority for Council. Over the coming weeks, District staff will be inviting you to participate using online engagement tools, and asking you to reach out to us through various means of communication. We want to maintain the positive momentum of this community planning process to date and ensure your voices are still heard.
In the interest of participant safety and comfort, we are offering alternatives to in-person engagement. Rest assured that staff are available and wanting to connect with all who wish to participate—either virtually, by email, or by telephone.
RefineHSB Survey
The RefineHSB community survey is available online from Monday, June 29 to Sunday, August 16.
We are asking the community to provide your input on the planning and design "foundations" of the LAP. Find out more about the design foundations in the booklet below (also available in the documents section).
