Questionnaire for arts organizations

The goal of this questionnaire is to determine which priorities are still important to the sector and discover emerging challenges and priorities for the next five years. 

 The results of the questionnaire will inform the development of a proposed update to the Arts & Culture Strategy for Council consideration.

SECTION 1: Review the strategies

There are 14 key strategies in the West Vancouver Arts & Culture Strategy (2018-2023). 

Please read the strategies below and then proceed to question 1.


Goal 1 – PEOPLE – Enable Leadership and Collaboration

Strategies: 

1.1 Strengthen Partnerships and Collaboration

Examples:

  • Expand the District’s participation with adjacent municipalities and organizations to take advantage of synergies and efficiencies related to arts and culture facilities and programming
  • Convene regular planning and coordination meetings for arts and culture groups across West Vancouver
  • Increase engagement with community organizations in all sectors (business associations, foundations)
  • Collaborate with schools (e.g. access space when not in school use)\

1.2 Build District capacity in Arts and Culture Planning and Decision-Making

  • Example: Increase internal DWV collaboration related to arts and culture (with Parks, Planning, Communications)

1.3 Build Local Capacity in the Arts and Culture Sector

  • Examples:
  • Provide capacity-building support to arts and culture organizations (e.g. workshops for professional development, governance, audience development)
  • Support opportunities for local business associations to expand and promote arts and culture within commercial cores

 

Goal 2 – PROGRAMS – Enhance Arts & Culture Opportunities

Strategies:  

2.1 Promote Diversity and Inclusion in Programs and Events

Examples:

  • Employ, commission, and encourage the involvement of a greater diversity of artists to reflect the DWV's rich multicultural and international character
  • Collaborate with artists and communities of different cultural backgrounds, social service providers, and other organizations (e.g. multicultural groups, mental health providers)

2.2 Promote Indigenous Arts and Culture 

Examples:

  • Collaborate with Indigenous Nations and organizations to recognize, encourage, and promote Indigenous arts and culture
  • Support the Truth and Reconciliation Commission Calls to Action

21.43 Increase and Improve Local Opportunities

Examples:

  • Support groups in increasing and improving programs
  • Leverage the energy and expertise of existing festivals and events to stimulate and support new and improved events
  • Enable the growth of spontaneous encounters with arts & culture

2.4 Expand the Interpretation and Sharing of West Vancouver’s Heritage

(e.g. use technology to advance heritage education, historical storytelling)

 

Goal 3 – PLACES – Enhance Arts & Culture Spaces and Places

Strategies:  

3.1 Manage Existing District Facilities

Example:

  • The District will maintain and upgrade existing District owned and District supported facilities.

3.2 Complete Facility Concept and Business Plans

Example:

  • Identify the type(s), location(s), operating structure and funding of new arts and culture facilities

3.3 Build New Arts and Culture Facilities

Example:

  • Work with partners to design and build new arts and culture facilities

3.4 Enhance Public Spaces and Support Placemaking

Examples:

  • The District will embed the principles of placemaking into the design of all public spaces consistent with the OCP and local area plans
  • Encourage more integration of public art in planning and design of public realm enhancements
  • Identify locations for unique placemaking features


Goal 4 – PROCESSES – Improve Processes Related to Implementing Arts and Culture 

Strategies: 

 

4.1 Increase Awareness of Arts and Culture

Examples:

  • Prepare and execute a communications plan for arts and culture in West Vancouver
  • Investigate the potential for an integrated cultural marketing campaign across sectors and within the region
  • Advocate for creative individuals in the arts and culture sector to have representation on District of West Vancouver boards and committees

4.2 Increase Investment in Arts and Culture

Examples:

  • Expand the District of West Vancouver’s investment in arts and culture
  • Review potential funding models for increasing investments in arts and culture
  • Establish and retain administrative and governance structures that will enable access to leveraged funds (e.g. maintain arms-length governance of art institutions to remain eligible for provincial and federal grant opportunities)

4.3 Support and Establish Policies to Advance Arts and Culture

Examples:

  • The District will support policies and plans such as the OCP and Economic Development Plan that encourage the expansion of arts and culture opportunities
  • Work with the District of West Vancouver’s Planning and Development Services to implement policies supportive of arts and culture
